Every country's debt has risen in the last decade, look at the US. Why do you think Brazil would be different? Also take into account that unlike the US and a lot of Western countries, the poverty rate has dramatically dropped. Not a bad thing to do if your going into debt, better than bailing out the banks wouldn't you say?
Though I agree this is a good basis for thinking, the scale of debt incurred is radical.
I have heard people say that any politician in Latin America is very corrupt — it's just that some are more corrupt than others. Similar voices have said that what the US is going through is what Latin America goes through every - single - election.
