The site was discovered after a local hiker saw a skull that an animal had most likely dug up and left on top of the grave. The surface was also scratched away, revealing some of the green Hefty bags.
Sounds fishy as hell, if they were burried while still breathing, their heads were solidly attached. I doubt a small animal would not have detached their head from their body while eating at it, a bigger animal would have dug up a lot more.
