Well hang on now. There are cyber warfare attacks all the time. Dozens per second, all over the world. Most come from China or through nodes routed through the US. By rights they ought to be considered a declaration of war, particularly since governments are responsible for most of them. Hang on, there used to be an amazing website that could show you them in real time. It’s not this one. Maybe one of these will do it.
For the most part, western infrastructure isn’t dependent on the Internet for functionality, but some other crucial things (like medical records and even hospital operation) can be access (and blocked) by the Internet. Cyber warfare will be crucial if there is ever another regional war. Not that there will be, of course. Jews can’t even afford a regional war.
It’s not “warfare,” by the definition of the word, but there are plenty of ways that (for example), the government can inject child porn onto someone’s computer (specifically just their browser’s cache) by throwing a 1x1 transparent pixel onto a page that has a redirect link to a repository of it. That’s a cyber attack.
