Yeah this is the real answer. There is plenty of money for white women with children. If you're unemployed, female, have at least one child, and are unmarried you're basically good to go. You can be with someone but you don't marry so the paperwork looks right. Same for having multiple women and children and you just don't marry any of them. If you live in a less urban region you can feel private property being chipped away at.
1: The bank owns your property until you pay it off at which point the insurance company does.
2: Your property can not be modified without applying for some bullshit license, even if it's building a shed or w/e.
3: These is all sorts of laws and regulations around what you can and can't do with your property.
Just to name a few off the top of my head. I think when people hear "private property" they think of things like their phone or TV. Even in communist nations the state doesn't really care if you own some personal possessions, many in the Soviet Union had their own books, clothing, etc. It's things that provide independence, things like land, cars, etc.
The US has had the luxury of always having those things be available (even if almost gone at this point), many seem to forget that prior to that, monarchs owned the land, you just lived on it. Your taxes were essentially your rent.

Yeah this is the real answer. There is plenty of money for white women with children. If you're unemployed, female, have at least one child, and are unmarried you're basically good to go. As soon as a man is involved though then it's automatically assumed he is capable of making money. A lot of "welfare abuse" starts with never getting married. You can be with someone but you don't marry so the paperwork looks right. Same for having multiple women and children and you just don't marry any of them. They're all taken care of by the state and you can still leech off them if the women will tolerate it.
Personally I don't mind welfare all that much to be honest. It's sort of like a violence tax. You can either let these people resort to things like kidnapping, robbery, etc or you can just give them their monthly hand out and they'll mostly stay quiet. Not all of them but most. It's cute to think without welfare everyone is going to go work at Wal-Mart but that isn't the reality. It will just make for a more violent society. I don't really think race plays into it much.
