Why is he trying to avoid war?

EDIT: okay the consensus seems to be that he is only being told to avoid War because re-election is nearing. If this was the case then why the supposedly false flag on the Japanese ship trying to drag us into war with Iran? It sure appears that there are a lot of forces trying to pull us into a conflict and he alone is fighting to prevent this from happening.
