I don't even know what that list is. It's not an exchange, it's certainly not one party's wallet. It seems to just be a random list of addresses, I truly can't see the link between them.

The first address, the one with around 730 BTC, belongs to an early ICO called Decent, according to the one reference to it on a forum post from 2015.

The second address belongs to Andreas Antonopoulos, a weird looking dude who is a prominent speaker and advocate in the Core community.

And I stopped looking there after confirming that those two addresses have nothing to do with Voat.

The one publicly known Voat donation address has a current balance of zero.

It was explained earlier as this is like a wallet of wallets.

Like seeing how much money the bank has total. Not individual bank accounts.

Voat has a wallet there but its just one of many.
