The only chat platform I'm really familiar with is TinyChat. I've heard of Discord, but I've never used it. TinyChat can easily be used to impersonate users, so I'm wary of it.
When voat is offline for some reason, voats 404 page always suggests going to http://xyverse.com/ in the meantime. It's a chat with no login/ registration required and it displays the location of users. Don't know how usefull this would be. There are no different rooms and literaly no other options at all. Other than that, I don't know... Not using any chatrooms... Somebody else might know something more usefull.

a regularly scheduled chat could be a great way to move the needle in the right direction.
