No. The NSA and the NRO were both made to develop and operate the technology for obtaining data. That in turn is used by other agencies such as the NGA to provide specific products for yet other agencies like the CIA. There is a lot of overlap since every good bureaucrat expands his sphere of activity, budget and personnel or he is deemed inconpetent and replaced. But there is an entire ecosystem in the intelligence world where the various agencies are tasked with either developing technology, operating that technology or using the output from that technology.
