No. The NSA and the NRO were both made to develop and operate the technology for obtaining data. That in turn is used by other agencies such as the NGA to provide specific products for yet other agencies like the CIA. There is a lot of overlap since every good bureaucrat expands his sphere of activity, budget and personnel or he is deemed inconpetent and replaced. But there is an entire ecosystem in the intelligence world where the various agencies are tasked with either developing technology, operating that technology or using the output from that technology.
So what is the point of separating the agencies in the first place and not just merging them into one giant agency, if they all cooperate so well with each other?
They don't cooperate for shit and each has different congressional sponsors depending on where their dollars are spent. That's why there are so many of them. But that doesn't mean the NSA was set up to spy on the CIA. They do different jobs.
