1 - that's a bearded axe, in which case the engraving offers no tactical advantage whatsoever.
2 - that's a hatchet, which would be like decorating a saw.

1 - Decorations are, by nature, not tactical; if something is tactical, it's not merely decoration
2 - I suppose it may appear odd to someone so used to bland mass-produced junk, where the only decoration is the "Made in China" sticker
