They will let themselves off the hook. Gowdy can not force charges or arrest. Gowdy can only remind them they are criminals. They don't have to arrest themselves. The system is on lockdown because all the major government apparatus is subverted and people doing the cabals work are free from consequences. The FBI is theirs so that is that. They can't be taken down by anybody but us in a forceful overthrow.
