Even though the DOJ typically would rely on an agency's investigation, the DOJ can perform their own investigations. So if Jeff Sessions really is worth his salt, he can bring the charges himself with his team.
And that's a good example of the problem we face. Some people simply will never be convinced even with facts staring them in the face.

Pellicano revealed why he allegedly dropped the King of Pop as a client, after being hired to investigate one of the families accusing the singer in the 2003 child molestation case.
He claimed he told Jackson he would only work for him if he wasn't guilty.
'I said, "You don't have to worry about cops or lawyers. If I find out anything, I will f*** you over",' he said.
'I quit after I found out some truths.
'He did something far worse to young boys than molest them.'
But the investigator did not elaborate on his sensational claim.
I mean that does not look good, but again, I have no idea who to trust anymore after finding out that lying is an actual religious practice for some people. The PI just saying it, is not proof, if he shows the proof, then I'll be convinced. So for now, Jackson is not guilty and he's not innocent to me.
Read the FBI file. Read the recent statements by Wade Robson, who was a key defense witness in the 2003 trial and now admits MJ molested him and he lied at trial. Read the statements of every one of the maids that worked for MJ. Read the history of the photobooks of nude boys MJ owned, particularly Boys will be Boys which was produced by trustees of NAMBLA. Consider the fact that some of MJ's closest friends, such as Ron Burkle and Sean Combs, are also believed to be pedophiles by the Feds.
I feel your frustration, and I hear you, I don't believe either side right now, I'm ambivalent. The record company's and concert company's reputation and the fact that his doctor also might have killed James Brown holds me back a bit. If I saw Alefantis type stuff, I'd be convinced. Thank you for bringing those facts up though.

I'm still unconvinced that Jackson was a pedophile. In light of the secret society his whole life seemed to be messed with.
