The prime suspect in a disturbing child abuse case in Mondulkiri was apprehended by Vietnamese police in Saigon yesterday evening, according to James McCabe, director of the NGO Child Protection Unit (CPU).
Vietnamese national Nguyen Tangdung, 25, is believed by police to be the man seen physically abusing a young boy in a video widely shared across social media on Tuesday.
“He’s the primary suspect for the horrific video that was released,” McCabe said at 9:45pm last night. “I can confirm that Taskforce Uniform has made an arrest in Saigon approximately an hour ago . . . with the assistance of CID Headquarters Saigon.”
Mondulkiri deputy police chief So Sovan confirmed that Vietnamese police arrested Tangdung at 8pm yesterday.
Tangdung’s boyfriend of two years, Dutch national and Mondulkiri plantation owner Stefan Struik, has been assisting police with their enquiries since being arrested en route to Kampong Cham, according to the CPU’s McCabe.
Two Cambodians who were arrested alongside Struik were released yesterday afternoon, according to Kampong Cham deputy provincial police chief Heng Vuthy. McCabe was at pains to stress that neither of the two – who are employees of Struik’s palm sugar plantation – are suspected of any wrongdoing.
A second Mondulkiri deputy police chief, Hang Chansothy, said yesterday that Struik had driven Tangdung to a bus station on Tuesday after a police manhunt began, facilitating his escape across the border to Vietnam.
Chansothy added that Tangdung had used Struik’s phone to film the abuse and upload it to a Facebook account in the Dutchman’s name.
In two of those videos, the man alleged to be Tangdung can be seen giving his young victim electric shocks. A photo of the weapon used to apply the shocks supplied by the CPU showed it to be a DIY taser assembled by driving two nails into the top of an electric mosquito swatter, which is held together by cellotape.
Deputy police chief Chansothy said that Struik will be punished for failing to report the abuse when he first discovered it.
“The Dutch man could have broken the law by knowing about a crime but not reporting it and providing information,” Chansothy said.
CPU’s McCabe sought to dispel rumours circulating on social media that the victim was dead. “That’s incorrect; he’s well, he’s healthy and he’s secure and is receiving assistance from multiple agencies,” McCabe said.

Child Torture Videos Lead to Three Arrests

A Dutch national and two Cambodians were taken into police custody in Kompong Cham province on Tuesday over videos circulated on Facebook showing the physical abuse of a naked toddler, including torture with an electric prod, officials said.
Deputy Kompong Cham police chief Heng Sambath said the men were suspected of involvement in the torture and rape of a child. He said the Cambodians—Ret Sothy, 28, and Oeu Nat, 25—worked for the Dutch man, who owns a plantation in Mondolkiri province.

A fourth man, whom Mr. Sambath identified as a Vietnamese national named Nguyen Thahn, remained at large. A Facebook page belonging to a user named Dung Thanh shows numerous photos of himself posing with Mr. Struik. In a YouTube video, the Dutchman introduces the same man as his boyfriend, and names him as Nguyen Dung.
Mr. Sambath said the three men in custody were being questioned over the video footage of abuse, a complaint from the 2-year-old boy’s parents that he had been raped, and in an effort to track down the fourth suspect.
“We haven’t arrested that one yet,” he said of Mr. Nguyen.
Many of the initial videos posted to Facebook were taken down over the course of the day, including a post in which a Vietnamese woman wrote that she felt compelled to share the graphic videos in the hope that the perpetrators were caught.
At least one video remained online as of Tuesday evening, showing a man using a stun gun on various parts of the child’s body as the toddler screams in pain.
James McCabe, head of the Child Protection Unit, a policing charity working on the case, said the child was in the organization’s care. He said a “male” was assisting in the investigation, but declined to give further details or say if other children may have been abused.
Deputy Mondolkiri police chief So Sovann confirmed that the abuse had occurred on a plantation in the province and said the victim was a Cambodian child whose parents worked for the Dutch owner.
Mr. Sovann said Mr. Nguyen is believed to be the man in the video abusing the boy. He was thought to have fled to Vietnam, though he said Cambodian and Vietnamese police were cooperating to track him down.
“The Dutchman is the owner of the farm and the Vietnamese man is a chef that he hired,” Mr. Sovann said, adding that he did not know if they were in a romantic relationship.
“They live on the farm together and [the boy’s] mother is a laborer there,” he said, adding that the parents initially did not know about the abuse because the child was not bruised or visibly injured.
“The mother didn’t know. She didn’t know when it was happening,” he said. “There were no scars or anything.”
However, a police report provided by Mr. Sambath said there was strong physical evidence that the boy had been anally raped.
Mondolkiri provincial police chief Touch Yun said he had learned about the case from videos posted online—showing a man speaking Vietnamese and torturing a naked boy who appeared to be about 2 years old—claiming the abuse occurred in the province.
“I learned about it from Facebook, too,” he said.
Police in Kompong Cham said they were tipped off to the case by police in Mondolkiri.

Vietnamese man wanted over child rape allegations in Cambodia

A Dutch man and two Cambodians have been arrested after videos of the brutal assault on a 2-year-old boy were posted on Facebook.
Police in Cambodia on Tuesday arrested a Dutch man and two Cambodian men who appeared in disturbing child abuse videos posted on Facebook. They are tracking down a Vietnamese man in connection with the assault.
Officers have taken into custody Stefan Struik, the 53-year-old CEO of Kamkav, a company that owns cocoa plantations and a palm sugar plant in Cambodia. His Cambodian employees, Ret Sothy, 28, and Oeu Nat, 25, were also arrested, while a Vietnamese man named Nguyen Thanh is still at large, the Cambodia Daily reported.
Police said the four were suspected of involvement in the torture and rape of a 2-year-old boy, who appeared naked being abused with an electric prod in videos recently circulated on Facebook.
So Sovann, deputy police chief of Mondolkiri Province, told the Cambodia Daily that the assault occurred on a local plantation owned by Struik. The victim was a Cambodian child whose parents worked for him and lived on the plantation together.
Many of the videos posted on Facebook have been taken down, including a post in which a Vietnamese woman said she felt compelled to share the graphic videos in the hope that the perpetrators would be caught.
One video which remained online until Tuesday evening showed a man using a stun gun on various body parts of the boy as he screams in pain.
The three men were taken into custody after the boy’s parents filed rape charges against them.
A police report said there was strong physical evidence that the boy had been anally raped, the Cambodia Daily said.
Police said Nguyen Thanh, who worked as a chef for Struik, is thought to have fled to Vietnam. Cambodian and Vietnamese police are cooperating to hunt him down.

I truly believe farming is a profession that will get much higher rewards in the nearby future than it gets now. But back to cacao: I wanted to invest in agriculture and start a business in there, but I always want to do something I feel connected to, and I love doing, and cacao is precisely doing that for me. After all, it is these beans (actually ‘nuts’) that are the base of one of the most sensual foods of all time: chocolate. Right now, my Cambodian company Kamkav owns two plantations of in total 64 hectares. At the end of 2015, we finalized 45 hectares with an irrigation system, and a planting sequence of 33 cacao seedlings, 15 banana trees and seven avocado trees of which the last two are used as shade trees). Next year May we will have another 15 hectares finalized as well, and we will help other small-scale farmers to start with cacao. Well, at least they had yoghurt, which is very hard to find once you go outside of Phnom Penh And as far as it goes for the ghosts, for some it might be a reason not to stay in that paritcular room, for another it might be an extra thrill. Two Cambodians who were arrested alongside Struik were released yesterday afternoon, according to Kampong Cham deputy provincial police chief Heng Vuthy. McCabe was at pains to stress that neither of the two – who are employees of Struik’s palm sugar plantation – are suspected of any wrongdoing.
A second Mondulkiri deputy police chief, Hang Chansothy, said yesterday that Struik had driven Tangdung to a bus station on Tuesday after a police manhunt began, facilitating his escape across the border to Vietnam.
Chansothy added that Tangdung had used Struik’s phone to film the abuse and upload it to a Facebook account in the Dutchman’s name.
In two of those videos, the man alleged to be Tangdung can be seen giving his young victim electric shocks. A photo of the weapon used to apply the shocks supplied by the CPU showed it to be a DIY taser assembled by driving two nails into the top of an electric mosquito swatter, which is held together by cellotape.
Deputy police chief Chansothy said that Struik will be punished for failing to report the abuse when he first discovered it.
“The Dutch man could have broken the law by knowing about a crime but not reporting it and providing information,” Chansothy said.
CPU’s McCabe sought to dispel rumours circulating on social media that the victim was dead. “That’s incorrect; he’s well, he’s healthy and he’s secure and is receiving assistance from multiple agencies,” McCabe said.

It's not about gay/straight for these people. It's about control, power and manipulation. It's not about religion or ideology, it's about being free from one's moral restrictions and inhibitions. If you believe their is no good and evil or that their is no distinction between good and evil, than rape and abuse of underage children is just an every day thing. I can't even comprehend their mindset. I've seen people do some fucked up shit, just in the name of the high they get for breaking taboos. That has been a large criticism of the current view of sex in modern culture. A Dutch national and two Cambodians were taken into police custody in Kompong Cham province on Tuesday over videos circulated on Facebook showing the physical abuse of a naked toddler, including torture with an electric prod, officials said.
Deputy Kompong Cham police chief Heng Sambath said the men were suspected of involvement in the torture and rape of a child. He said the Cambodians—Ret Sothy, 28, and Oeu Nat, 25—worked for the Dutch man, who owns a plantation in Mondolkiri province.

In a YouTube video, the Dutchman introduces the same man as his boyfriend, and names him as Nguyen Dung.
Mr. Sambath said the three men in custody were being questioned over the video footage of abuse, a complaint from the 2-year-old boy’s parents that he had been raped, and in an effort to track down the fourth suspect.
“We haven’t arrested that one yet,” he said of Mr. Nguyen.
Many of the initial videos posted to Facebook were taken down over the course of the day, including a post in which a Vietnamese woman wrote that she felt compelled to share the graphic videos in the hope that the perpetrators were caught.
At least one video remained online as of Tuesday evening, showing a man using a stun gun on various parts of the child’s body as the toddler screams in pain.
James McCabe, head of the Child Protection Unit, a policing charity working on the case, said the child was in the organization’s care. He said a “male” was assisting in the investigation, but declined to give further details or say if other children may have been abused.
Deputy Mondolkiri police chief So Sovann confirmed that the abuse had occurred on a plantation in the province and said the victim was a Cambodian child whose parents worked for the Dutch owner.
Mr. Sovann said Mr. Nguyen is believed to be the man in the video abusing the boy. He was thought to have fled to Vietnam, though he said Cambodian and Vietnamese police were cooperating to track him down.
“The Dutchman is the owner of the farm and the Vietnamese man is a chef that he hired,” Mr. Sovann said, adding that he did not know if they were in a romantic relationship.
“They live on the farm together and [the boy’s] mother is a laborer there,” he said, adding that the parents initially did not know about the abuse because the child was not bruised or visibly injured.
“The mother didn’t know. She didn’t know when it was happening,” he said. “There were no scars or anything.”
However, a police report provided by Mr. Sambath said there was strong physical evidence that the boy had been anally raped.
Mondolkiri provincial police chief Touch Yun said he had learned about the case from videos posted online—showing a man speaking Vietnamese and torturing a naked boy who appeared to be about 2 years old—claiming the abuse occurred in the province.
“I learned about it from Facebook, too,” he said.
Police in Kompong Cham said they were tipped off to the case by police in Mondolkiri.

“There are about 12 people in the unit, under James and [fellow former Australian police officer] Alan [Lemon]. We are still running it very confidentially until we get it fine-tuned,” he said.

Police in Cambodia on Tuesday arrested a Dutch man and two Cambodian men who appeared in disturbing child abuse videos posted on Facebook. They are tracking down a Vietnamese man in connection with the assault. Officers have taken into custody Stefan Struik, the 53-year-old CEO of Kamkav, a company that owns cocoa plantations and a palm sugar plant in Cambodia. His Cambodian employees, Ret Sothy, 28, and Oeu Nat, 25, were also arrested, while a Vietnamese man named Nguyen Thanh is still at large, the Cambodia Daily reported. Police said the four were suspected of involvement in the torture and rape of a 2-year-old boy, who appeared naked being abused with an electric prod in videos recently circulated on Facebook. So Sovann, deputy police chief of Mondolkiri Province, told the Cambodia Daily that the assault occurred on a local plantation owned by Struik. The victim was a Cambodian child whose parents worked for him and lived on the plantation together. Many of the videos posted on Facebook have been taken down, including a post in which a Vietnamese woman said she felt compelled to share the graphic videos in the hope that the perpetrators would be caught. One video which remained online until Tuesday evening showed a man using a stun gun on various body parts of the boy as he screams in pain. The three men were taken into custody after the boy’s parents filed rape charges against them. A police report said there was strong physical evidence that the boy had been anally raped, the Cambodia Daily said.
