That's not exactly the same as being illegal to call the cops on blacks.
Because that's exactly how this new law will be applied.
They already always cry "I dindu nuthin! Das raciss! Discrimanashun!" even when they get caught red-handed. Before this law, law enforcement rolled their eyes and carried on examining the evidence. With this new law, now suddenly they have to take that seriously. Now, suddenly, the perpetrator has to be treated as a potential victim. Now, suddenly, the guy who called 911 is treated like a suspect.
Before long, it's on the news and of course the caller is portrayed as the bad guy and the thief as a poor, disadvantaged boy. Before long, some lawyer argues "just because he happened to actually be a thief, doesn't mean there wasn't discrimination". Before long, people start getting fined even for legitimate 911 calls.
And then, one day, nobody calls the cops on niggers acting shady anymore. Because nobody wants to take the risk of being fined or, worse really, publicly humiliated by being portrayed as evil for trying to do the right thing. So everyone just ducks their head and walks away, pretending they didn't see anything.
