It seems like a totally valid strategic move. It would just be the common cold, but with a coordinated media effort it will get people scared enough that they will pay attention and all of the following could be accomplished:

  • get everyone at-risk to self quarantine
  • get medical equipment stocked up at all the facilities
  • test-run the healthcare emergency response capabilities
  • get money from congress and get executive teams prepared
  • get citizens to buy the supplies they need to bunker down for a while
  • prep people for quarantine procedures and declarations of emergency
  • slow the spread of all pathogens in prep for unknown ones being released
  • provide cover for clandestine operations to produce and distribute vaccines for the actual bioweapons

BONUS:

It might further wreck globalism and force the fed to lower rates.
