The National Guard, the Air National Guard can be used for law enforcement, and the Coast Guard.

Under certain circumstances, the rest of the military can also be used, as there is an exception for various emergency situations, such as terrorism, nuclear threat/dirty bombs, biological threats. I think it likely that this clause is what was used to attack that building in LA with special forces helicoptered in.

Yes, breaking the seal is a common basic training event. They do it (did it) in the Army as well. The same is true of biological and radiological decontamination training, FWIW.

However, if there has been some increased emphasis being put on it I would imagine that it has something to do with either deployment to the border or the use of military in riot control. That would occur if the President declared martial law and the active duty military was employed to suppress rioting.

These two uses are more likely, IMHO, than the Marines running around effecting arrests.
