We ban spammers, but it isn't silent. They get an error when they try to post/comment that contains that exact message.
Voat does no silent operations (shadow banning), if any rule denies you, you are presented with the error message explaining it.
Listen sane, it's all on the up and up, you can continue looking all you want, but seriously, we aren't being shady. If we were, we would have moved all the rules code into a private repo like the other site does with their sensitive logic.

it was a notification to the users of a change in the service called voat.

all attempts i and a couple others had made to tell people were downvoated to hell and generally did not make it to the average goat's ears.
what DID get to everyone's ears was the de-modding. everyone attached to atko's emotional language (a disinformation tactic) and forgot about the whole thing as if thc had somehow hurt atko
