That's actually how I tend to carry in a skirt. If the skirt isn't satiny and drapey like that, it doesn't print and is more comfortable not to have it on your thigh. With a skirt, you can still draw through the waistband instead of pulling it up. Thigh would probably be better with a one-piece dress, though, like you say.
How in the world would it be less safe than having your gun off your body in a commonly stolen item? I don't understand why you would think that at all. How would it be less safe in any way than purse carry?
I use a SmartCarry. I don't find it awkward at all, it's very comfortable, quick to get into place, and pretty easy to keep hidden with my wardrobe. I don't find drawing from inside the waistband to pose any significant issue, it's a pretty commonly used method.
The safety concern was just with how it seems to be flopping/bouncing around with every step, I agree purse carry is far from ideal, but I really think holsters should be rigid enough to firmly hold your gun so you can reliably expect it to be in the same place your put it.
I don't find that mine bounces much when I walk, and it has certainly never relocated itself on me. If it did bounce like that, is also expect it to chafe. Maybe mine is fitted to me better than whatever she's packing, I have altered it slightly for angle.
