The pictures of the "thousands of fishing boats stranded in the dirt", as well as many of those other images were taken out of context. Notice how the sky isn't completely clear in most of them? A hurricane is a massive low pressure zone in the atmosphere. It's so low, and goes over such a wide area, that the sea level within the hurricane rises because it's 'sucking up' the ocean underneath it, and thusly falls in the area around it. It's a well documented phenomena.
