In general, drugs are far more abused when they can be smoked, (because the experience is short-lived) compared to ingested. The first time you over do it with an edible, you're not gonna want to experience that again. With smoking, overdoing it just leads to an hour or two of anxiety at worst, rather than 12 hours of full blown panic.
It really is a fine line between "really" high and "oh fuck dear sweet baby jesus I just want to sleep but I can't because I'm pretty sure that sound outside was the cops", high.
